MARSOC Operations Effects Planner
Responsibilities:
Serve as the RAVEN Mission Rehearsal Exercise (MRX) Operations Effects Planner. Perform duties as the senior consultant to the Exercise Director on matters relating to Village Stability Operations, interagency integration, tribal dynamics, human terrain mapping, and associated scenario support. Specific tasks include the following:
- Coordinate and manage the efforts of the RAVEN Effects Cell during exercise execution. Members of the Effects Cell include the Information Operations (IO) SME, Military Information Support Operations (MISO) SME, Civil Affairs (CA) SME, Public Affairs (PA) SME, Department of State (DOS) SME, U.S. Department of Agriculture (USDA) SME, U.S. Agency for International Development (USAID), Tribal Dynamics SME, District Stability Framework (DSF) SME, and the District Augmentation Team (DAT) SME.
- Advocate/represent equities in the following areas: IO, MISO, CA, PA, DOS, USDA, USAID, Tribal Dynamics, DSF, and DAT.
- Ensure SME participation in the MRX is secured.
- Learn about pertinent issues (as they apply to the MARSOC mission in Afghanistan or immerging missions) with regards to the fields/organizations shown above that should be reflected in the MRX.
- Ensure that relevant issues in the fields/organizations shown above are introduced into scenario development.
- Cultivate a sense of teamwork among the members of the Effects Cell prior to and during the execution of the MRX.
- Facilitate the support of SMEs in the areas shown above by keeping SMEs informed prior to the exercise on the overall scenario, by identifying specific focus areas within the fields of expertise, by establishing points of contact rosters for Effects Cell members, by assisting with travel and lodging issues, by identifying requirements (i.e., security clearance verification, range safety/environmental classes, driving requirements).
- If needed, coordinate classroom training in the fields/organizations shown above.
- Provide support as needed for the contracting of pertinent Effects Cell personnel.
- Advocate/represent Village Stability Operations (VSO) requirements.
- Understand the VSO methodology.
- Acquire and maintain VSO related documents and products to stay abreast on VSO issues (e.g., operational reports, publications, after action reports) and integrate into the MRX.
- Engage personnel with recent and relevant exposure to VSO issues.
- Provide pertinent VSO scripting input during planning and exercise execution.
- Perform pertinent SOTF-HD/CJSOTF-HD VSO related roles.
- Identify logistical and communication requirements to enable Effects Cell support.
- Participate in planning and scripting conferences.
- Identify requirements.
- Provide scripting input.
- Coordinate attendance of pertinent Effects Cell personnel, as required.
- Assist with exercise execution, decision making, and scenario control.
- Assist in scenario development and refinement using current/evolving doctrine, current/relevant TTPs, and training audience feedback.
- Conduct research on current world situation and analysis of training manuals, lessons learned, and tactics, techniques, & procedures (TTPs) to prepare training objectives for small unit operations.
- Coordinate with MARSOC G-7 intelligence personnel to interpret intelligence resources (targeting materials, multi-discipline intelligence products, National, Operational and Tactical-Level products, support documentation, etc) and apply relevant information to the exercise.
- Develop and manage a library of scenarios that can be distributed and reused where appropriate.
Qualifications:
- Minimum of 5 years experience as a as an Operations Effects Planner, Intelligence Officer, Target Information Officer, or Target Intelligence Officer.
- Well versed in current SOF doctrine and SOF TTPs.
- Working knowledge of Combined Information Data Network Exchange (CIDNE), Joint Automated Deep Operations Coordination System. (JADOCS), C2PC, CPOF, Distributed Common Ground System - Army (DCGS-A), PFPS, Falcon View, JMTK, IWS, MIRC, SOF Tools, SOMPE, and additional mission planning, collaborative, and computer-based simulation capabilities.
- Familiar with exercise planning and execution including the development of training scenarios and Master Scenario Events Lists (MSELs).
- At least 3 years of recent SOF experience relevant to current operations (required).
Education:
- Desired – M.S. in Military/Political Science, operations research, computer science, engineering or equivalent related military experience
- Minimum – B.S./B.A. degree or equivalent related military experience
- Command and General Staff College or equivalent
